NATIONAL BARLEY IMPROVEMENT COMMITTEE (NBIC) MEETING

The meeting was called to order at 12:00 p.m. at the Quality Hotel, Arlington, Virginia, by Patrick Hayes, NBIC Chair. The following Committee members were in attendance.

Also in attendance were Scott E. Heisel, American Malting Barley Association, Inc.; and John F. Mittleider, North Dakota Barley Council.
Chairman Hayes called the meeting to order and welcomed newly appointed and elected members, Curt Knutson, Doug Scoville, and Steven Ullrich and recognized the outstanding service of outgoing members, Dale Clark, Ken Hart, Don Rasmusson, and Joe Schmick.
The NBIC then addressed the following items.
FY2000 GOALS & VISITS
Mike Davis pointed out that prior to the annual meeting the NBIC voted on carryover goals from FY99 and potential new goals suggested by NBIC members. Position papers were prepared on goals receiving majority support and were included in the FY00 Congressional Information Packet.
The packet cover letter summarizing the NBIC’s FY00 goals (attachment 1) and the informational packet were reviewed. The NBIC established strategy for USDA and Congressional visits, and reviewed the appointment schedule.
A potential new goal for FY01, "Winter Barley for Pasture and Grain," prepared by David Marshall, Texas A&M University, was reviewed by Carl Griffey. After discussion by the committee, it was felt that it should be expanded into a proposal for a national initiative for research on barley as a feed crop.
NBIC GUIDELINES
Carl Griffey reviewed motions put forward by barley workers in the Winter Barley Region to revise the NBIC guidelines. The motions would expand representation in the Southwest and Winter Barley Regions from one each to three each to match representation in the North Central and Northwest Regions. The Winter Barley Region’s name would be changed to "Central and South East" region for consistency in terminology and acknowledgment of winter barley production in other regions. The At-Large category of the NBIC would have equal representation from all barley production regions of the US.
After discussing the motions, it was the consensus of the NBIC that a review of the NBIC guidelines was in order. Chairman Hayes appointed a subcommittee chaired by Steven Ullrich, and including Carl Griffey, Richard Horsley, Lee Jackson, Curt Knutson, and Doug Scoville to meet the next morning to develop recommended changes to the NBIC guidelines.
The Subcommittee developed the following recommendations.
1. Divide the large Winter Barley Region with one elected representative into two regions, each with one elected representative as follows:
Current: Texas, Oklahoma, Kansas, Missouri, Kentucky, Indiana, Ohio, and all states East and South.
Proposed: Within the current Winter Barley Region described above and adding Nebraska from the North Central Region:
A. East Region: Tennessee and North Carolina and all States North and East (beyond the North Central Region). States based on the barley production data from the USDA National Agricultural Statistics Service include North Carolina, Kentucky, Virginia, Maryland, Pennsylvania, New Jersey, and Delaware, but research and some production occurs in several other states.
B. South Central-Southeast Region: Texas, Oklahoma, Kansas, Nebraska, Missouri, and all states South and East (beyond the East Region). States based on the barley production data from the USDA National Agricultural Statistics Service include Texas, Oklahoma, Kansas, Nebraska, and South Carolina, but research and some production occurs in several other states.
These two regions are not at all equal based on USDA production data (e.g., East Region has almost 10 times more acreage), but fall planting for cover crop and grazing are not reflected in the USDA data, and both of these things are important in the South Central-Southeast Region. There are also viable research programs in both regions.
2. Open the Barley Growers representation within the At-Large category to include one grower representative each from the East and South Central-Southeast Regions to be determined within each region by the various grower organizations that have a barley check-off.
Whereas the North Central and Northwest Regions with relatively few States produce nearly 90% of the US barley and the number of barley check-off organizations are well known and represented, the East and South Central-Southeast Regions with relatively many States produce only 10% of the US barley and the number of barley check-off organizations is unknown. However, there appear to be several states within each region with a barley check-off. The number of States within each new region should be ascertained, so that contacts and invitations could be made.
(NOTE: Following the meeting, these changes were approved by the NBIC. Carl Griffey now represents the East Region).
NBIC ELECTIONS
Officers: Mike Davis pointed out that terms for officers end with this meeting and that traditionally the NBIC has alternated the Chair and Vice Chair positions between a grower and researcher, with the Vice Chair moving into the Chair position. Mike Davis nominated outgoing Vice Chair Doyle Lentz for the Chair position. No other nominations for Chair were made, and Doyle Lentz was unanimously elected.
Lee Jackson and Richard Horsley were nominated for the Vice Chair position. Lee Jackson was elected new Vice Chair.
North Central Region Mike Davis indicated that Donald Rasmusson’s term expires March 31, 1999 and that he is not running for reelection. A new representative will be elected to a three year term, until March 31, 2002.
The NBIC appointed a nominating committee comprised of Donald Rasmusson (Chair), University of Minnesota; Doyle Lentz, North Dakota Barley Council; and Dr. Richard Horsley, North Dakota State University to nominate candidates from this region for the vacancy.
(NOTE: Following the meeting, the Committee nominated Amy Germershausen, Froedtert Malt and Kevin Smith, University of Minnesota. Mike Davis, NBIC Executive Secretary conducted the election, and the North Central Region Barley Workers elected Amy Germershausen).
Northwest Region: Mike Davis indicated that since the term for Pat Hayes was extended until his service as NBIC Chair ended, two terms have ended this year and an election will be held for two representatives. He also pointed out that Pat Hayes and Dale Clark are not running for reelection to the NBIC.
The NBIC appointed a nominating committee comprised of Patrick Hayes (Chair), Oregon State University; Joe Schmick, Washington Barley Commission; and Darrell Wesenberg, USDA-ARS, Aberdeen, Idaho to nominate candidates from the region for the vacancies.
(NOTE: Following the meeting, the Committee nominated Thomas Blake, Montana State University; Wayne McProud, Plant Breeders 1; and Berry Treat, Coors Brewing Company. To reestablish the three year staggering of terms, the top vote getter was elected to a four year term, until March 31, 2003, and the second to a three year term, until March 31, 2002. Mike Davis conducted the election, and the Northwest Region Barley Workers elected Berry Treat to a four year term and Wayne McProud to a three year term.)
BARLEY CROP ADVISORY COMMITTEE APPOINTMENTS
Mike Davis stated that the NBIC appoints the members of this committee, which advises ARS on the management of barley germplasm. Terms are for five years and expired for Dr. Jerry Franckowiak, North Dakota State University and Dr. Dolores Mornhinweg, USDA-ARS, Stillwater, Oklahoma.
It was the consensus of the NBIC that both have served ably and they were reappointed to five year terms.

North American Barley Genome Mapping Project
Steering Committee Election
Pat Hayes reminded the NBIC that it is responsible for nominating and electing North American Barley Genome Mapping Project (NABMP) Steering Committee members and that terms for Andris Kleinhofs and Steven Ullrich expire following today’s NBIC annual meeting. Steve Ullrich indicated that he had decided not to run for another term.
The NBIC decided to wait until elections were held to elect new NBIC representatives before proceeding with an election. It was also decided to extend the length of terms from two to three years.
(NOTE: Following the meeting, the NBIC decided to expand the elected membership of the NABGMP Steering Committee by one member. NBIC members nominated Thomas Blake, Montana State University; Cynthia Henson, USDA-ARS Cereal Crops Research Unit, University of Wisconsin; Andris Kleinhofs, Washington State University; Saghai Maroof, Virginia Polytechnic Institute and State University; and Gary Muehlbauer, University of Minnesota. The NBIC has elected Thomas Blake, Andris Kleinhofs, and Cynthia Henson.

On the morning of March 10, 1999, the NBIC met with Floyd P. Horn, ARS Administrator; Peter Bretting, ARS National Program Leader, Plant Germplsam; Kathleen Elwood, ARS National Program Leader, Human Nutrition; Roy E. Gingery, ARS National Program Leader, Plant Health; Charles F. Murphy, ARS National Program Leader, Grain Crops; .
Dr. Horn reviewed the FY00 budget prospects and agency priorities. The NBIC reviewed its FY00 Congressional goals and discussed other agricultural research issues with the ARS administrators.
CONGRESSIONAL VISITS
Visits were made to 71 Congressional offices on March 8 - 10, 1999 by four NBIC teams. The teams reviewed NBIC goals and solicited support for NBIC objectives.
