Abstract
This paper poses the question as to how alternative organizational models can improve economic returns to wheat breeding research in Ethiopia. The paper considers three different organizational models: (a) direct use of a wheat variety developed elsewhere (variety screening programme, VSP); (b) redesign of wheat genotypes from elsewhere to fit own specific circumstances (adaptive breeding programme, ABP); and (c) use of available stock of scientific knowledge to create own wheat varieties (comprehensive and participatory breeding programme, CandPBP). The costs and benefits from these alternatives are evaluated using the DREAM model and conclusions are drawn accordingly. It is indicated that the appropriate organizational model will vary by region depending on local situations
